The Association of Visual Artists, Producers, and Performers (VAPIK) is a licensed collective management organization dedicated to managing copyright and related rights in Kosovo’s audiovisual sector. Established in July 2012, VAPIK received its license from the Office for Copyright and Related Rights under the Ministry of Culture, Youth, and Sports, marking a significant milestone in the country’s commitment to protecting intellectual property.

VAPIK’s primary responsibilities include negotiating with users of audiovisual works to ensure that creators receive fair compensation for the use of their content. By collectively administering these rights, VAPIK plays a critical role in fostering a fair and transparent environment for the distribution and monetization of audiovisual materials in Kosovo.

As part of its efforts to enhance the protection and management of intellectual property rights, VAPIK has begun collecting revenues from cable retransmission rights. Within this framework, VAPIK will initiate the distribution of the collected amounts to rights holders.

The purpose of this tender call is to establish a proof of concept for an integrated and interactive software solution for managing audiovisual works, database administration, and ensuring compliance with licensing agreements.

Objectives

The main goal of this tender call is to procure an optimal, integrated, and interactive software solution, including licensing, maintenance, and operation, as well as the continuity of services related to the offered software solutions.
